Speaking to MPs, officials from the office warned that this made the Department, the Unemployment Insurance Fund and the Compensation Fund vulnerable to fraud and wrongdoing.
They pointed out that the Compensation Fund had received a disclaimer for several years. It is tasked with the payment of claims for work injury and illness.
The department had incurred R1.3bn in competitive procurement processes, the Compensation Find R623m and the UIF R65m. The department has run up another R275m in irregular expenditure.
There were also concerns about the leadership turnover in the department.
Delta Rapitsi, senior audit manager, said that not enough was done to ensure that consequences followed performance failings. She said: “A culture of strong performance, accountability, transparency and consequence management is not embedded within the department and key entities within the portfolio, resulting in the lack of improvement in the audit outcomes and performance of the portfolio.”
Opposition MPs were angry that Minister of Employment and Labour Nomakhosazana Meth was not present.
The audits of NEDLAC and the Commission for Conciliation, Mediation and Arbitration were comparatively good, with unqualified opinions with no findings.
